Otjiwarongo Police and NBC without electricity

Could this be the reason why NBC and Nampol this week signed a deal for Nampol to help collect outstanding TV license fees this week?

WINDHOEK-Otjiwarongo Police station and the Namibia Broadcasting Corporation (NBC) in that same town are without electricity after distributor, CENORED pulled the plug over millions owed.
Oshili24 has been informed the NBC in Otjiwarongo owes over N$10 million in water and electricity services and has been without electricity prompting employees to down tools temporarily. NBC news services from Otjiwarongo have not been broadcast on either radio or TV lately.

The same applies for Otjiwarongo Police station which has gone without electricity due to millions owed to CENORED by the law enforcement force.
